I'm scratching my brain.I thought someone did the math just before EA that converting 3 sen to Kenki was a larger potency gain over using Midare (therefor meaning you always use Hagakure, and only Midare when Haga is on cooldown). Meikyo 3 sen into Setsugekka should be used only if you have all buff and hagakure is on cd. You are sacrificing this opportunity which is a damage loss compare to a single Hissatsu: Shinten, but overall it is a small one.Edit: I am adjusting this post since I made some miscalculations.
